Central Park is huge, so staying near it can mean several different areas from midtown (at the south end of the park) or upper west side and upper east side. If you want to be most central, upper midtown near the south end of the park is best. Prices will fluctuate depending on season, but some hotels near the south end of the park that might work are

There are restaurants all over Manhattan, but as you would guess, the ones nearest the park are pricey.

How about the Park Lane? Right across from the park at the south end. Looked pretty nice, think it might be within your range. Lots of dining handy.
